Travel agencies in Serbia: operators, sub-agents and how to choose

When choosing a package holiday, the first thing to establish is whether you are talking to a tour operator or to a sub-agent. This is not a formality — it decides who is responsible if something goes wrong.

Operator or sub-agent

A **tour operator** assembles the package itself: it contracts accommodation and transport, sets the price and publishes the programme. It carries responsibility for the trip and must hold the appropriate licence and a travel guarantee with an insurer or bank.

A **sub-agent** sells somebody else's package. The confirmation it issues must clearly state who the organiser is. If the trip collapses, compensation is claimed from the organiser's guarantee, not from the sub-agent.

In practice, buying from a sub-agent is fine — most agencies in smaller towns work that way. Problems start when the contract does not name the organiser.

Checking an agency before you pay

Ask for the licence number and check it in the public business register. Ask for the travel guarantee policy number and the insurer's name. Read the contract, especially the clauses on price changes, cancellation and hotel substitution. Pay to the agency's bank account and keep the proof. Save the whole correspondence — messages with prices, room descriptions and dates carry weight in a complaint.

What the travel guarantee covers

It covers two situations: reimbursement if the trip does not take place because the agency becomes insolvent, and the cost of returning travellers home if the operator interrupts a trip. It does not cover a disappointing hotel, rain or poor food — those are handled as a contractual complaint.

Agencies by city

Most agencies are concentrated in Belgrade and Novi Sad, where nearly all the large operators are based. That does not mean the capital is cheaper: sub-agents in smaller towns sell the same packages at the same price, and often have more time to advise.

The most common mistakes

Paying a deposit without a contract. Believing in "the last two places" without written confirmation. Not reading the cancellation terms. And the most expensive one: buying the package that is far cheaper than every other offer. When the gap is large without a clear reason, it is rarely a discount — it is risk.
